Dr. Robert Laing (Tom Hiddleston) moves into a new high-rise apartment building on the outskirts of London, in 1970s. The film opens with Dr. Robert Laing roasting a dog’s leg and smoking a cigarette on the terrace of his apartment. Through flashbacks, it is revealed that in the building there is a class-divide between the wealthier upper-floors inhabitants and the middle-class lower-floors tenants. So life for the residents begins to run out of control.
The building’s architect Anthony Royal (Jeremy Irons), a man who designed this hellhoming as “a crucible for change” and thinks it may become “a paradigm” for future developments. He lives up in the 40th-story penthouse.

Charlotte Melville (Sienna Miller) is a a seductive resident living three floors above whit whom Dr. Laing will have a sexual relationship.
Richard Wilder (Luke Evans) a documentary producer who lives on the lower floors. He foments and films the class war into which the building descends.
